The FDA has only approved the use of testosterone replacement therapy for those males who have low testosterone due to specific health conditions, including testicle disorders, pituitary gland disorders, or brain disorders.  All these disorders would lead to the condition, hypogonadism, and warrant testosterone therapy. 

The FDA has started to require label warnings by the producers of testosterone products.  Patient consumers are now to be warned that with the use of testosterone they could experience chest pain, shortness of breath, weakness in a body part or on one side of the body, or slurred speech.  In other words, use of testosterone replacement products could lead to heart attack or stroke and should only be used by men with the aforementioned conditions and not those just wanting to solve aging issues with the therapy.
